Best build for $1800? Excluding OS, peripherals,  and monitor. A little overbudget is fine

OS is only around 5 bucks anyways
 

Here's my personal take on the build. My main focus is airflow and performance/budget ratio.µ
You could use the Noctua NH-D15 instead of the Dark Rock Pro 4, but it's ugly.
I took such small RAM sticks, because they need to fit under the beefy cooler and they're cheaper.
I also find important to put a good amount of storage: M.2 would be for system, SSD for games, HDD for multimedia.
Wise men say never to cheap out on the PSU and the motherboard, so I didn't. 
Other than the $1500 2080ti, RTX cards are not really worth considering. 1080ti performs as well as 2080

80+ ratings certify electrical efficiency. Not quality.

No, it's not. But it does fit in your budget if you count for the little bit over. ;)
