Best build for $1800? Excluding OS, peripherals,  and monitor. A little overbudget is fine

OS is only around 5 bucks anyways

Here's my personal take on the build. My main focus is airflow and performance/budget ratio.µ
You could use the Noctua NH-D15 instead of the Dark Rock Pro 4, but it's ugly.
I took such small RAM sticks, because they need to fit under the beefy cooler and they're cheaper.
I also find important to put a good amount of storage: M.2 would be for system, SSD for games, HDD for multimedia.
Wise men say never to cheap out on the PSU and the motherboard, so I didn't.
Other than the $1500 2080ti, RTX cards are not really worth considering. 1080ti performs as well as 2080

Very nice list, but I have 1 question and 1 remark:
Does the Dark Rock Pro 4 fit inside the Meshify?
Some fans should be added on front for further intake, stock temps are mediocre compared to it's full potential

Best build for doing what?

80+ ratings certify electrical efficiency. Not quality.

is 32GB ram necessary? Thought 16 should be plenty for gaming

No, it's not. But it does fit in your budget if you count for the little bit over. ;)
