full system specs would be helpful, a software solution is not necessarily going to fix your cpu issues.
do you have any power saving or limiting settings activated in the bios?

have you set your pc's power plan to high performance to mitigate core parking and scheduling issues?

have you got a sufficient cooler to ensure there is no thermal throttling in play?

im not suggesting that you overclock only that you make sure the maximum amount of your computers resources are available to be used while both benchmarking and and in real world use

it could be thermal throtteling, but the higher results are overclocked mostly, but i don't know if 3,75 turbo is normal on a stock heatsink. but ryzen gets a lot of overclocks. it might just be that you're low becouse you haven't overclocked it. and if you don't want to, that's completly fine

so i didnt broke any pins while installing heatsink is it normal where can i check stock benchmarks

@Jurrunioim glad you are online how to close all any apps or anything is it working fine cus 15 percent looks shitty best i got was 21-percentile

should i be worried did i break any pins ? 
it went down perfectly but dont knw about heatsink i think i tighten screws a bit more
should i get a cpu replacement ?

That bench mark shows you are running single chanelnel RAM.  That isn't helping things either, Ryzen is at its best with fast memory and you are taking a hit by not running dual channel.

I'm 99.9% sure your CPU is fine.   When you say 15%,  you mean it's scoring 15% lower than expected?  That sounds about right with RAM running half the speed and background tasks.  I don't think you have a issue.

I tried passmark and cine bench

They gave good results 

Anyother free software  i can use for benchmarking and its reliable
