You have nothing to tell the GPU what to do and nothing to supply the PCIe power either. This is completely normal and I would almost say you risk causing more issues by hooking it up to the PSU directly without a motherboard than just waiting.

The PSU won't even turn on unless you short the pins on the 24 pin that tell it to. So nothing abnormal is happening

Interested in computer architecture? Still in middle or high school? P.M. me!

I love computer hardware and feel free to ask me anything about that (or phones). I especially like SSDs. But please do not ask me anything about Networking, programming, command line stuff, or any relatively hard software stuff. I know next to nothing about that.

Did you jump the PSU or just connect them and flip the switch? If you didn't jump it then nothing happened, otherwise you run a VERY small risk but I would say since the GPU isn't initialized it won't draw power so no risk there.

Like was mentioned above, unless you jumped the pins on the 24-pin then nothing will happen.
