CPU speed droping so low

i have this dell pc with an intel(R) pentuim(R) 3805 cpu and it used to 1.90  to 0.49 i play league of legends and it dropped from 60-50 fps to 10 and barrely running ebsite like youtube or this website i play league a lot  it might be overheating i just need help

edit : it keeps going to low and normal and when it goes to normal it made a sound like ''prrrrrr'' and dont know if its the cpu or the game
