Power Limit Frame Stutters

Recently I've been having severe issues with frame stuttering. I suspected it's was my PSU because it's the only part I reused in this build and it's 4 years old so I decided to replace it. However, I'm still having the same issue.

Nothing is overclocked. I live in a house of animal hair but I recently blew it out.
I plugged my computer into a watt meter and it's drawing ~200W while running FurMark. All the temperatures are very under control.
