CPU speed Problems

So I own a very old laptop wanted to see if I could fix it up a little. So the main problem is that the base cpu speed is 2.7ghz, but oddly it will only run 1.19ghz. Is it broken? Or is there anything I can do to change this?

 

 

sometimes it’ll even stay at .89ghz

 

 

 

forgot to mention something very important!! The battery is fried so it’s only getting power from the charger!! Could this be the reason?

Have you checked thermals yet, or put it under load? It's either throttling or idling from the looks of it

Assuming the temps are fine, it's just the CPU running slower to save power because nothing's going on. This is normal.

It will always stay at .89 to 1.19 even when met with cpu challenging things

There's no load, why would it boost to its full speed? 

 

Thats not a bug, it's actually a feature.

Run prime95. That ensures it's being fully loaded (more or less)

If you right clock on the graph and change it to logical processors, that could give some more details

So it seems to just use 44% no matter what I do right now

If you are a total noob at this (not judging) you might be better of with OCCT as you can just press "Start" and then it loads you system up.

Use HWinfo (sensor mode), not the Task Manager.

It looks like it’s capping at 44%

Go to Control Panel -> Hardware and Sound -> Power Options. Use "Balanced" mode. If the problem still persists, go to Change Plan Settings -> Change advanced power settings -> expand "Processor power management" -> expand "Maximum processor state" and make sure it's set to 100%

 

If all of those check out and you still have a problem, then there's a hardware problem.

I mean, we could rule out software completely by reinstalling Windows or using Linux and seeing if there's still a problem.

I’ve uninstalled windows and reinstalled it before, also I’m not completely sure what Linux is
