Shuttering in games

i3 8100/z370 a pro/chieftec 500w/gtx 1060 6gb gaming x/2x4gb ddr4 3000mhz/samsung monitor T28D310EW 59 hz/hhd for games/ssd for system
Hi I have a big problem for last months.In all games i have shuttering even in google maps .It is usually with stable fps but sometimes fps also spikes. Problem with shuttering is the biggest in Europa Universalis 4 , Witcher 3 ,Cities Skylines. I don't know what to do .I checked power supply with other/give motherboard to the service , cpu also/ gpu is new one (in older one it was the same)/checked ram in memtest / checked hdd and ssd in hdtune. I have updated drivers even bios and with prior notice i am always using high performance in power options. Please help because i don't know what to do..

check temperature

 

check RAM usage in games

 

throw away the power supply. Chieftec is a master of making bad power supplies to the point that they catch fire because it wants to. Cheap is their only selling point

so I checked temp and its okey in stress.Ram usage isn't higher than 80% and i tried with another power supply (corsair vs450) and nothing changed...

and i have already 4 years old chieftec a-80 .I've also noticed that in geforce experience ia hev 60hz but in screen settings i have 59hz ?
