Silent CPU Cooler

The Dark Rock Pro 2 should be pretty much inaudible.

what is the quietest cpu cooler i can get, without compromising on temps. Would i be looking at something like a dark rock pro?

The hyper 212 with a noctua NF-F12 would be pretty good aswell

Depends what you're cooling. 

3570k @ 4.6Ghz

 

Are you looking specifically for air coolers, or are you open to AIOs?

air coolers are quieter in most cases

it seems to be a better option than some of the noctuas in terms of noise

I can recommend the ThermalRight Silver Arrow for air cooling. It is very quiet with the two stock fans, but you could put Noctua NF F12 fans on it for more silent performance. I can also recommend Akasa Apache Black 120mm fans, which have very high static pressure and are near inaudible.

If you're expecting an air cooler to be virtually silent at  load, then it's not going to happen unless you don't mind insane heat. 

 

WC will be much quieter at full load since a good design can keep fans at 1100rpm or even lower and still dissipate as much heat as any air cooler with fans at full blast. 

 

If you insist on air, then the Dark Rock 2 recommended seems to be as good as any.
