Looking for Folder Password Protection

1. Is there a way, in Widows 7, to password protect a file folder without encrypting, compressing, hiding, using cloud storage or using 3rd party software?

2. if not, is there a free 3rd party software that can do this? If not what would be a good program to buy?

3. This would seem like a no-brainer option that should already be included in Windows. So why would Microsoft not have included this option?

I used to hide it into my dual booted Linux template folder lol.

no no no, that's ridiculous, no one uses a homework folder. This is not discrete at all

Also the end goal is "New Folder (69)"
