No matter how often I pull everything away from my desk and ziptie a handful of cat5 and USB cables I still end up having a cluttered mess a week later after unplugging and replugging stuff.

The main issue is that I have 2 modems 2 routers and a tv box thing right under my desk. The wall in front is solid concrete so I can't popout he drywall and hide shit. I also want to avoid drilling into the concrete if I have too but I can if needed.

All I'm looking for is someone who has a better idea of how I can organize these cables where I can unplug and replug them but keep them organized. I've tried using clips on my desk but that doesn't work as intended.

Get a box to stuff all the cables in. If you don't want to drill holes in the wall, get velcro straps, glue one side to the wall and another to router/tv box and hang them on the wall.

And why do you have to replug everything all the time?

I'm all ways messing around with my setups or just doing something that requires me to replug stuff or if im working on a build or just any project

Luckly my computers are in my metal shop so I could build a little box real quick but it's a good 8 inches thick of cables. I had the routers and stuff hanging from the wall at first but overtime it failed for all of them. Doesn't help that I pull on the cables occasionally to figure out what's what

Not sure how viable this would be for you.

But as i have a Dual motherboard PC case (one motherboard with dual gigabit Ethernet) a server three monitors, a VOIP phone (For work :/), AND a wired 5.1 surround setup.  I know a bit about the nightmare,

What works for me to keep things looking nice is that i used my dremmel to drill small holes under my desk.  I then screwed in by hand these little metal hooks (if you are in the U.S. any hardware store will have a large variety. of thread and hook sizes.  Then i just hung the cables from the hooks.  out of sight, out of mind.  its still a fucking mess, i just cant see 99% of it.  Obviously the cables need to run to things like my sub, and the PCs... so some of the clutter is still visible.  but mostly its clean.

Aside from that, there is cable conduit you can get, i have some thatll hold about 8 CAT-6 cables, and the beefy kind.  which may help as well.  Mine doesnt stick to my walls well though, so i have to nail it down.  so beware of that.

The only downside is that I have a glass desk I have the hardware but yeah glass desk doesn't help with the clutter. I was thinking about making some kind of hanging box I can anchor to the concrete maybe

Yup!

My TV setup has my router, modem, NAS, 12 outlet 4350 joules power strip 3M'd (with a bunch on the NAS lol) on the back of my TV stand.  All wires are ran and then Velcro strapped so nothing is seen unless you pull it away from the wall.  PC sits inside the bottom of the stand...its a pretty nice setup and clean looking.

Look at wall (or floor) mounted cable conduit.  it is less aesthetically pleasing that magically invisible under desk cables... but certainly better than rats nest.

theres also J rails, that you can mount on your wall, or to the desk (depending the frame of your desk)

Still dont know if i want to drill through the nice floor or put a hole through the concrete wall im looking at that wall mounted conduit though

just be sure to check reviews on the adhesive used.  Mine did not take too kindly to the hot PC case exhaust.  and I think for some reason the paint we used.  Mileage may vary.  You can always use your own tho.  and if you paint over them they blend in well and it does help hold them in place.
