This is just a basic question. Does a 60Hz monitor give me more than 60fps usin my 1070ti? and whats the difference between 5ms and 1ms response time?

Response time is how long it takes for all the pixels on a monitor to change color. It's commonly confused with input lag, but the two are not actually connected. 5 millisecond response time at 60 hertz is not a problem, but if you have a very high refresh rate but a slow pixel response time, it produces which leaves behind image artifacts because all the pixels are still changing color.

A 60Hz panel can display only 60 complete frames. If you dont mind screen tearing and just turn Vsync and other frame rate cap off, it can display more than 60 (no upper limit btw) incomplete frames.

That is not response time, that is GTG, which is basically how long it takes for each individual pixel shift all the way from white to black, it has no impact on 'responsiveness' at all, greater than 5ms may cause an effect known as 'ghosting' and that's it.

 

Big brands don't really market the actual response time of their panels and you have to go to reviewers for this kind of information.
