Will it bottleneck

It will bottleneck it a fair amount. A i5-2320 is probably cheap as hell on eBay and will work great with the GPU.

Idk what that i3 wouldn't bottleneck, I think even that 1030 is struggling. How about an i5 first, that ought to be a much better performer. (or an i7 because that generation of locked i7s are great budget CPUs)

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.
