I’m curious is there anyway I could speed up my disk read or write speed I’ve cleared useless files and remove disk fragments from it but seems to still be staying at it’s slow speed it touchdowns at at 100% in use a lot of the time  especially starting up or downloading etc.

What does the smart say? If it has any pending or reallocated sectors replace it.

 

If smart is clean, try running a performance test using HDDTune.

 

If you get something that looks like this the drive is in pretty good shape:

Something like this not so much and it needs to be backed up and replaced:

Otherwise the drive is just being accessed a lot. During boot and downloads it is not uncommon for the drive to reach 100%.

Replace the drive bud. It is failing. Use some cloning software or use Roadkil's unstoppable copier to copy your important data off. I recommend the latter first before attemting a clone.
