Trying to turn my Raspberry Pi into a classic game emulator

I have a raspberry pi 3 and I don't really do anything on it and I found a website called https://retropie.org.uk/ and I can't figure out how to install it. Do I download it from the pi? or on the micro sd card? or from another computer?

Download it and install it on the micro SD card first from a PC then plug it into the pi.

Yes you will need a reader / writer unless you purchase a pre-loaded SD card off of ebay, Element 14, likely some on Amazon as well.  There are preconfigured SD cards available with all that you need.
