If I were to cover every exhaust fan with a radiator for my GPU and CPU would there be more hot air in my case over the everything else?

I know that the fans still exhaust with a rad but surely it would restrict it at least a bit.

err, depends on how much air flow actually goes through the rad's, waht case you have, how much heat your actually trying to disperse and many other things. It doesn't sound like a good idea though. you are still going to need some intakes or its going to have very strange airflow that will house some bad feng shui.
I was planning to grab an arc midi r2 which has 3 exhaust fans. and 2 front intakes. I want to use the top two exhaust fans for h120 cpu cooler and the back single exhaust fan for an arctic cooling accelero hybrid gpu cooler. Front intake fans would stay the same. So yeah, with restricted exhaust im worried the hot air will float around on all the other components.

The exhaust fans though should still be enough to pull most of the other heat out of your system. After the CPU and GPU there isn't a lot extra...
