The assumption is the owner treated it properly.

Maybe he did....maybe he didn't know what he was doing and fried the card.

its really difficult to say for sure, mining definitely degrades a video card faster than normal use. In my personal opinion I'd only buy a miner card if it was a pretty steep discount 

 

However something to note is if its an EVGA card or some others (I think MSI as well) they actually have transferable warranties so if the card is truly 6 months old you could still have 2.5 years of warranty left. I would ask the seller about this.

unsubstatiated claim. My 1070 FTW performs and overclocks the exact same today as it did when i first bought it 2 years ago.

GPU's work fine until they don't. one day a capacitor dies or a mosfet blows up and thats it. Running the cards at 100% load 24/7 degrades these components faster than normal. Especially if the miner had a bad cooling setup or didn't lower his power limit and the vrm was running hot etc There are a lot of poorly designed mining rigs out there.

If it’s a good deal and card sure. Use is use. Most don’t even know enough about anything to say what is bad. 

 

But if it’s a crap Zotac or msi card, don’t bother.

That's a good card, but like the other dudes said you either need a steep discount, or the guy has to 100% prove that the warranty is transferrable (IDK about dealing with MSI support tho) and how much time is left on it, as well as what settings he ran the cards at. If it's an EVGA card that's relatively new then you don't even have to think about it, their warranty is excellent and RMAing them is pretty easy AFAIK (never had to RMA one but a friend has), and their support is excellent. But for other brands you need to check more carefully.

Well the image I found still has the crap cooler on it. Wasn’t enough for a 1080 so I see it having heat issues.

the top 3 cards for any GTX lineup are usually the EVGA FTW, ASUS STRIX, and then MSI Gaming X (the lighting looks like a Gaming X variant). All 3 are good cards, just EVGA has the best warranty support.
