Low cpu,Gpu usage while playing games

So, i always knew that my pc was underperforming in some games for example cs go i barely hit 200fps But i never knew why. So i was just playing some yakuza 0 and i checked my usage's in game and i saw that they both barely go above 40% usage im playing on ultra/medium if i put it on ultra my gpu is able to hit 50% usage im not sure if this is normal tbh.. my cpu usage doesnt change at that i think my pc could do more then it can do atm.

 

ow my spec's: 

CPU: i7 4820k

GPU: gtx 1070

Motherboard: ASUSTek p79x79

No ssd 3tb hdd

16gb ddr3 ram

Probably not the issue, but could it be that you have Chrome open with a video (Youtube/Netflix)? I noticed something similar yesterday and found that closing Chrome solved it for me, even though Netflix was paused...

well 200 fps in CSGO I would say is pretty normal for an Ivy Bridge CPU. I'm not sure why the usage won't go any higher though.
