PC is i5 2500, 6gb ram, sapphire 6850, a 500gb wd blue 7200hdd, connected to internet through cat 6,

programs installed: norton, office, chrome, win 10

speed test is normal 500mb up and down loads, same as my board brand plan.

temps and usage are normal with plenty overhead left 

 

the problem is when web browsing, contents and pics take quite long time to pop out, same in various websites.

I have been using this setup for 5 years and gave it away to parents, didnt have this issue at all 

any clues? thanks

They probably downloaded a bunch of virusrs that's running a botnet. (at least from my experience with my parents). 

Is the Internet speed fine on other devices? What about if you boot to a live Linux distro to check the hardwares all good. If those are fine it's probably configuration/virus /unruly programs. You can clean it, or nuke it and start fresh (my preferred option) 

Also delete Norton

It makes your pc more vulnerable to attack and windows defender is just as good without opening security holes in Windows (Norton breaks security so it can scan, Windows defender doesn't need to break it because it's part of Windows)

its main purpose is online banking and shopping so they insisted to have antivirus. kind of hard to give them a reason to reinstall windows lol, as its not mine anymore

I believe hardware is fine (except ram 2+4gb) 

could it be continuous scanning from win10 and antivirus making it slow? or is it because of not having a SSD?

The scanning typically doesn't take much power these days.

And for Internet browsing the local storage doesn't matter and 6gb is plenty of ram. My ex uses a laptop with 4gb and is fine as an Internet machine. 

Have you tried a different browser? Maybe reinstall chrome. 

As for Windows defender it is an anti virus.
