okay, my friend has a Radeon Rx 580, he told me his frames in fortnite (and other games) max settings will go from 300 in the lobby down to 14, up to 60, and back down to 14 or so. this happens throughout the whole game constantly. he says he has 18.9.2. here are his pc specs:

 

Intel Core i7 8700

Radeon RX 580

8gb DDR4

 

what could it be?

okay. i am going over to his house this weekend to look at it. when i get afterburner, do i overclock it if he wants?

Overclocking won't solve anything, you don't try to pump more HP from your car while the engine is not working properly. You install some monitor software to see how his components act while under usage. Could be anything. What RAM does he have, do he has SSD or HDD, does his Antivirus hogs the CPU every 5 sec, does his CPU Throttles, etc etc.

so i should open task manager, check out the usage, and use msi afterburner to see the clocks and temperatures?

That's one way, but task manager is not a good way of monitoring tho, I advise using https://www.cpuid.com/softwares/hwmonitor.html

oof okay. i know task manager is not too reliable because i will try to delete something but i will get an error saying that it is running, but when i check task manager it does not show it
