TL;DR  Devices aren't operating correctly when attached to a USB HUB.

 

I've just built a new machine and I'm having some odd problems with it.  When I plug a USB Hub in, any devices connected through that hub do not operate correctly.  First off, windows doesn't make it's iconic tone when a new device is inserted. Then, if I attached a mouse to the hub, it will skip around on screen intermittently. If I attach a keyboard, keys will get stuck for a second. Plugging in a flash drive may replace an existing drive letter, and the transfer speed stutters even when it does work.

Most notably, Windows 10 will display the hub connected devices with the name of a device already plugged in.  If I try to eject a drive it says its my keyboard,  "This Pc" will even show a wireless adapter as a drive.
 
If I remove the hub, and plug the devices in directly they function correctly.
 
I think it's a driver issue, but I honestly don't know.  ASRocks Chipset drivers seem a bit out of date, AMD has newer ones, Is it alright to use the drivers straight from AMD?
Does anyone know what to google for this? Google brings up unrelated USB issues so i'm having trouble even figuring out what to search for.

I have 3 SSDs, 1 HDD, and 2 Networked drives
Running Windows 10
Windows 10 Professional Build 17134.286 (1803/RS4)
Using a usb 2.0 and a usb 3.0 hub

Does the hub have a power input?
