Public IP's are what your ISP generally assigns your modem . These IP's are able to be routed across the internet. Your router provides a private IP, these addresses are only used on your internal network. Through the use of NAT, your one public IP from the ISP is shared with all computers/devices on the network.
IPv4 is what the internet standardized on back in the day. Its limited in the number of addresses, which is why NAT exists. To be frank, we are out of IPv4 addresses. Meaning what your ISP has is it, Some ISPs have started using NAT like your router to share IPv4 addresses to multiple customers. IPv6 is going to take over for IPv4 when everyone has upgraded. Some ISP's like Comcast dual stack addresses. Meaning you get both. Some sites are IPv4 only which means you require that address to access, some sites might be IPv6 only and again requrie you to have one of those IP's to access.
The public IP's are the ones you can get DDOSed. BUT keep in mind you IP address is sent out with ever packet you send thru the internet. So its not like you can just hide the address. Using a VPN can help hide it a bit. But Im not going to get in to how VPN's work.
