I am unable to get my new build to POST (no beeps of any kind)  After I press the power button here's what follows:
 
1) CPU heatsink's fan spins up. 
2) 3 seconds or so pass
3) CPU heatsink's fan starts to spin down until off.
4) Starts over at step 1.
 
I have the machine stripped down to only the RAM, CPU, power supply. 
 
I have tried:
 
1) Removing the CMOS battery for 10 minutes.
2) Reseating all of the power connections.
3) Reseating the RAM.
4) Reseating CPU and checking pins (all clear).
 
 http://forum.asrock.com/forum_posts.asp?TID=630&title=how-to-clear-cmos-via-battery-removal states that fully clearing the CMOS can take at least 10 mintues, and up to 4 hours.  I am currently doing the 4 hour wait.  I don't have any jumpers to so that I might clear the CMOS that way.   I saw on YouTube that it's possible to use a paper clip.  Although, I've learned my lesson blindly following things on YouTube, so I haven't tried that method.
 
Any thoughts on what my next steps should be?  Have I missed something?  Any help would be appreciated.

Motherboard: ASRock H370M Pro4
CPU: Intel Core i3-8100
PSU: Insignia 550w ATX+
RAM: 16GB (2x8GB) Corsair Vengeance LPX
