No, it's not gonna run hot all the time, but with an air cooler, it's going to be a little hot under load. If you can afford it, get a Noctua aircooler, or get an AIO like the Corsair H100i v2

so is water cooler better my main concern is leaks and a fry system and also i see 2 time of water cooler when with just a block and a radiator and fan and other has pump, block and radiator and fan.

CPU: AMD Phenom II x4 955 (95watt @3.5Ghz @1.40V), MOBO: ASUS M2A-VM, RAM: Kingston 8GB (4x2GB) DDR2 800MHz, GPU: nVidia GT 710 2GB DDR3 (OC’ed Clock to 1300Mhz and Memory to 950Mhz), STORAGE: 250GB HDD, 500GB HDD, COOLER:  Cooler Master 212 EVO, PC CASE: Cooler Master Q300L , FANS: 3 x upHere RED LED Fans (2 Front, 1 Back), PSU: Generic 300 Watt PSU.

It doesn't leak or need a whole setup. Just screw and plug in.

will it cooler better or the same then the on with a pump and all and on the AIO do i have to change the gel or liquid in it.

It will cool pretty similarly as well as a water cooling setup, but it's more convenient and less scary. Also, you don't need to change the liquid.

You really don't need a whole setup for your build.
