Programs not showing and opening

None of my programs are showing up except for the taskbar and the only thing that opens is the start menu. Whenever I try to do a command like Ctrl+Alt+Del It just goes to a black screen for a minute then goes back. I've tried restarting it and shutting it down but have had no luck, I'm running Windows 10 64 bit

How did you install windows?

Did you recently install a windows update?

Try unplugging it when it's off and then restarting?

This is my older computer and is a pre-built so I think windows 7 came installed with it then I upgraded to windows 10. I'm not too sure if there was a windows update when I've restarted. I tried your suggestion but it hasn't changed anything.

Did you try to move your windows os folder to a different drive and stop halfway?If not try to factory reset your pc

No I didn't do that, I tried to open the settings to factory reset it and it shows that it's running but it won't let me open it
