Any suggestions for my friend's 2200 dollar PC I parted him out?

yeah change the motherboard - i wouldn't go with an mITX for a micro atx build. I'd also change the 860 evo to a small capacity m.2 to use just as a boot drive. (probably mostly opinion), but i hate toshiba's hdds more than anything in this world. I've had a couple fail on me - one of which was beyond recoverable. they may have gotten better since, but i myself will never buy one again 

 

I'd try to figure out what your friend want's to do with the computer before picking parts further. If he just wants to play games, I'd find a budget that can fit a 1080ti and an 8700k.

 

My friend had a similar budget, i picked and built the machine for him. He ended up using his $2300 build, with a hybrid 1080ti just to play rocket league

I agree tho on the SSD, 1tb is a good deal  The 860 Evo comes in m.2 for the same price too..  Especially for a big Steam library. 

 

Cheaper motherboard is needed and you can get a 1080Ti for $599, upgrade to that.

An incredibly questionable reason to pick a cpu. Especially considering the fact that when AMD introduced 2nd gen Ryzen cpu it also introduced new motherboard chipsets. Said chipsets are required to run the new generation cpu optimally. 

 

Consider changing the psu. The G3 is louder than the equally good, arguably better Seasonic Focus Plus Gold or Corsair RMx.

 

As others have pointed out, using an mini-ITX motherboard in an mATX case doesn't make a lot of sense. Needlessly limiting the ability to upgrade memory or use an add-on card strikes me as sub-optimal.

 

Using RGB memory modules compatible with Corsair's iCUE software simplifies lighting management.

 

You might also consider using a cpu cooler with iCUE compatible lighting.

There are cheaper 1080Ti's as well.  Bump the HDD to 3TB to get your money's worth (Seagate for $63, for example).

That's a really great performer, but we really wanted a mATX case and we wanted a very specific aesthetic

EVGA SC2 11G-P4-6593-KR is a touch less expensive and might look a touch better in the build.
