It shouldnt need a massive cooler. Any 100-175W cooler would be fine, (around $30-55). AIO wise id say 240-280. I dont lke 120/140, the simply dont do a good enough job for cpu cooling, but a 140 could work here as well.

4.0ghz on CPU

and 1.8ghz on IGPU + a 212 evo

would an aio be necessary for ~4ghz overclock?

The stock cooler. Easily should be able to hit 3.8ghz without overheating (possibly 4ghz, I'm not entirely sure) If you find yourself absolutely needing more, a $30 120mm air tower is your best option, like a Cryorig h7
