So my friend is building a new PC and was planning to transfer all of his data onto his new computer through one of his old hard drives. Could he just copy all of his data, including his OS, onto his new computer by just installing the old hard drive into his new computer.

No, he would need to use some kind of cloning software such as clonezilla.
