ok so. with ethernet i get about 40mb/s speeds, in my room away from the router i get 30mb/s on my phone. my computer is being limited by the speed from my isp, but would a better package change that speed on my phone if its not hitting the cap right now.

Depends on if your phone is using a 3G or 5G connection to the router. Your limited to the number of 5G wifi connections you can have at once but its usally much closer to ethernet cable speeds.

Your phone is wirelessly connecting to the router / modem, right? With any wireless connection, there is signal degradation caused by distance from the wireless broadcast device and number of objects in between and interference from other signals in the area, including bluetooth devices and even fluorescent lightbulbs. An ISP can only try to guarantee speeds on a hardwired connection - no ISP will guarantee speeds on wireless.

Run some speedtests (speedtest.net, fast.com) from the same room as where the modem / router is located, as close to the router as possible. Be sure to test both the regular network (2.4GHz) and the network name that usually has "5G" in it (the 5GHz network), since the 5GHz network will provide the fastest speeds, although does have a shorter range and doesn't go through objects as well as the regular 2.4GHz network.

Theoretically yes, because when it comes to wireless, no matter what speed of internet you are paying for the device will receive some corrupted packets, and then have to request for those packets to be resent, thereby reducing your speed,  now this solution will only work if the potential bottlenecks of your network are no where near your current speeds or to put it simply make sure that your devices are near enough to the access point an that both your device and your access point support the 802.11AC standard which added support for 5Ghz networks, meanwhile the aging 802.11N only supported 2.4 Ghz which has less bandwidth, both of these standards are commonly found out in the wild.
