That's a bad CPU to play CS:GO with. CS GO only uses two cores out of the 8 your CPU has, and it has a low base clock speed. You'll need to overclock your CPU and preferably also your RAM to get better performance.

16 cores technically, but I agree with everything else, disable smp and overclock cpu and ram and you should get some much better frames.

If he has proper cooling he can go to 4GHZ or higher, my R7 2700X self boosts to 4GHz+ 100% of the time. IIRC the max boost is 4.2GHz but I haven't seen it hit that on all cores.
