$15-20 and "good" generally don't usually go well together.

 

Any low-end Logitech mouse should be fine for gaming. 

Found a g100s for him on eBay for $17.

Found a g100s for him on eBay for $17.

At that point is really isn't even a gaming mouse. Its more or less a decent mouse with a "gaming" sticker on it.

Logiteh G9s are pretty cheap these days. Look around.
