(So sorry if it is bad english)

I am curently running the AMD Ryzen 5 1600 Six-core 3,20 Ghz and a Gtx 1080 strix. I have lower Fps then everyone i know, even tho there rigs have way worse parts. Would it help would overclocking or do i need to buy a new CPU, and if so what Cpu should i buy (Intel or AMD)

Whats your in game clockspeed on your cpu? 

 

Sometimes Ryzen chips get stuck at a clockspeed, just have to reset cmos.

I have been playing alot of far cry 4 and on all of the diifrent setting, the highest i get on ultra is 60 fps, but it drops down to 40 quite often. When i use geforce experiance to put in the right settings, it says ultra and such.

 

And borderlands 2 is a game that the only time i can get over 100 fps is when i am shoving my face in to the wall. A friend who has a Gtx 970 and intel i5 has his fps constantly over 100

Don't use GeForce Experience, that does nothing to "optimize" your games.

 

Try lower settings such as High.

What's your memory speed?

What is your GPU and CPU usage like while gaming?

My CPU usage is at like 60-70 when i play far cry 4, and i have tryed every setting but it is still shit.

I don't know the speed of it, i only know that i have 16 gb ram

Task Manager will report memory speed.

 

Use MSI Afterburner to check your GPU usage.

Did you check if your resolution was somehow set really high? This has happened to me in a few games.

Ok, try this program, DDU. It uninstalls and cleans your graphics drivers, and then you can reinstall latest using geforce experience. https://www.guru3d.com/files-details/display-driver-uninstaller-download.html

Edit: also try @Slottr's suggestion of monitoring your usage and seeing if something's wrong.
