Have you tried turning on your computer for a while to heat up the thermal paste and then trying to take it off? The simple twist method should work.

It is already out of the system.

Do you have the motherboard for it? Just plop it in and short out the power-on pin and let it run for a min or two.

Sounds like thermal epoxy.

Though if it is normal TIM, just heat it up , should come of easier.

If not , try some acetone.

Get yourself a small bowl or something similar.  Put some denatured alcohol in the bowl and then put the cpu/heatsink in the bowl and let it sit over night.  We're not trying to drown the cpu but just put enough alcohol in the bowl to cover the joint where the cpu and heatsink join.  Letting it sit over night should allow the alcohol to do it's think and soften the paste/glue to the point where you can twist them apart.  Good luck.
