are you connected via wifi? If by wifi, there is several reasons, IE: poor quality router, bad wifi signal, wifi interference, distance from the router etc...

Mostly it's distance, number of nodes involved and technology and protocols of your ISP.

 

If your home equipment is running right.. your network is not saturated or suffering from buffer bloat and your not on wifi.. this is probably and issue with your ISP. Fiber lines tend to have very low latency so look for FTTP/FiOS packages in your area.
