media streaming

I want to build a pc that let's me stream media to any device on and off my local network, but I don't know what os or software to use . I'm planning on about 2TB of storage so nothing big. Any info would be appreciated

Plex + Linux for the software, a reasonably beefy CPU for live-transcoding of video on the hardware-side of things. If you plan on buying Plex Pass, then it would make sense to get an Intel CPU with integrated GPU, because Plex with Plex Pass can take advantage of the iGPU's QuickSync-capabilities for speeding up the transcoding-process.

would an i3 6100 be sufficient I'm trying to keep the total under 400. it needs to be lga 1151 gen 6 or 7 and under 65w tdp

For 1080p, that'd be fine. For 4K, you'll want a 7100.
