Hyper 212 Evo is enough for you.

Deepcool captain, corsair h115i pro rgb is cheap enough nowadays if u need AIO.

For the i5 8400 buying a liquid cooler is an absolute waste. Get a hyper 212/212x/212 evo. I have a Hyper 212x with my i7 7700 and its never gone above 60C while remaining completely inaudible.

There is no need for a AIO, there is nothing to 'try'. Its a cooling solution.

The Hyper 212 Evo is more than capable enough for the 8400.

CPU: Intel i7 3930k w/OC & EK Supremacy EVO Block | Motherboard: Asus P9x79 Pro  | RAM: G.Skill 4x4 1866 CL9 | PSU: Seasonic Platinum 1000w Corsair RM 750w Gold (2021)|

VDU: Panasonic 42" Plasma | GPU: Gigabyte 1080ti Gaming OC & Barrow Block (RIP)...GTX 980ti | Sound: Asus Xonar D2X - Z5500 -FiiO X3K DAP/DAC - ATH-M50S | Case: Phantek Enthoo Primo White |

Storage: Samsung 850 Pro 1TB SSD + WD Blue 1TB SSD | Cooling: XSPC D5 Photon 270 Res & Pump | 2x XSPC AX240 White Rads | NexXxos Monsta 80x240 Rad P/P | NF-A12x25 fans |

The cheapest and best would be the cooler master ML240, its a very good looking cooler but replace the fans since they make a lot of sound

Probably more than the quieter Pure Rock Slim.

Now where's the sense in paying more for something likely with worser cooling performance per noise?

Having water pipes in place of heat pipes doesn't make heat magically disappear.

All that heat still needs to be dissipated into air and compact/slim radiators don't exactly have too much of surface area.

While pump is additional noise source.

Proper custom loops sure can give more cooling power quietly, but they cost lot more than heat pipe coolers.

Simply minimizing various failure points/wear down mechanisms costs.

For good reliability there's also need for maintenance, instead of just being able to leave it until fan stops.

Intel stock HSFs are sure pure excrement for cooling anything in heavier than word processing use.

But you don't need to pay much for heatpipe cooler to get big improvement to cooling while dropping noise level lot.

Coolermaster 212 and its variants is one "classics".

Very well priced Cryorig H7 would be really good, while avoiding any DIMM/PCI-e slot clearance issues.

And then there's 50 $/€ Scythe Mugen 5, which has lots of cooling capability challenging lots of more expensive coolers in cooling per noise.

You can but there are no practical benefits for doing so. Excessively low temps don't make a difference to performance or longevity.
