If it's not putting out a video, how do you know if it's booting?

If it's behaving more or less normally but not providing a display signal, the GPU is most likely to blame.

 

Just to be sure though, I would try an external monitor to see if it's a screen problem. If nothing shows up on that, try a different port, and if nothing happens then, you need a new mainboard.

When I was at work I changed the LCD out and nothing. I don't think I can get a new chip for it also.

If you've got the mainboard out already, it shouldn't be too hard to replace it, just a matter of finding one.
