Chrome ERR_TIMED_OUT Windows 10

Hey there guys im running into some weirdness here.. i have 2 new PC with Fresh new installs of windows 10 pro 1803. and they are both having the same problem with Chrome. website take along time to load and Time out. i installed firefox and tested it also on Edge and they work with no problem. not sure what it can be many someone out there has an idea.

know factors

Network connection is good

IP setting are good.

new windows with no other software installed other then Firefox

no the firefox and edge work good. also the weird part is that chrome work for a min or 2 then poops for a bit then repeates

I looked in to that but i can watch a live stream on Firefox and chrome still said err time out
