Also depends on the settings in the game and Resolution of the game itself.

but 60Fps should be possible at least on 720p

The game will run at whatever FPS your PC can handle. The stream being exported via OBS, Shadowplay, Xsplit, Bebo, etc will be at a framerate up to whatever limit you have set (30 or 60 FPS).

 

The 1800X can handle x264 streams up to 1080p at 60 FPS on the fast preset at up to 6000 kbps, or medium at up to 4500 kbps (requires good cooling though). NVENC streaming is offloaded to your GPU which, in turn, can handle pretty much whatever bitrate you please.
