CPU speed decline

The base clock is 3ghz of your processor. The "Turbo" 3.5ghz is only activated when the PC needs the extra power to perform tasks. The reason your average clock speed is lower is that it's probably using less CPU resources and is idling more now than it was when you first got it.
When you first got your machine a week ago, things like driver updates and windows update would have run in the background without you noticing eating up a lot of CPU resources, and likely causing your CPU to boost. Now a week later your machine doesn't need to perform those tasks and is spending more time idling, and that's why your CPU is showing lower average clocks.

As long as it's staying above its base clock it really doesn't matter. Providing it doesn't restrict itself due to thermals, the CPU will boost itself up to 3.5Ghz when it is needed.

OP said it was a difference noticed within a week of having their new computer. The idea that it has since been clogged up with dust and started to thermal throttle is ridiculous.

CPU speeds will always fluctuate based on the background tasks. - its perfectly normal

but for your issue.
its fine. my cpu can technically turbo itself to 4.4
but when im at iddle. 4.0 it is.

ok i will keep mind the reason why 4 where posted is because i accidentally posted the 2 differenmt topics in wrong area, and so i reposted  both in right one, i dont think posting two differnt questions in the same area is that bad you guys are being kinda anal about this but yes i should have realized where i was positng the first time so i dont have to do 4 instead of 2 for my ytwo questions
