Just put in the key you bought, and you're fine. No need for a reinstall or whatever.

Activating is enough, you don't have to reinstall anything. Just type in your key.

MAK key perhaps? Or KMS? If so you got shafted or your PC simply came without a Windows license. If it's a custom built PC you need to order Windows separately.

And that's a problem because? I mean, do you have the physical packaging for Windows with the PC?

Yep, you got shafted. You'll need to buy Windows separately or tell the guy to give you what you paid for.

Go to scdkey.com or similar and get an Activation Key for much less than Microsoft is charging.

As those keys are same as what OP already has, result can also be same.

I'm 3 for 3 now on them, so I'm going to continue to recommend them.

So you know someone who bought a key from SCDKey and ran into issues?

I don't, because I don't support grey market keys. Just sayin' that they are acquired same way than key OP got, so results may be same.

It's probably an MSDN key.

Call Microsoft Support and have them check it for you. They support activation-related concerns for free.
