First off, I wasn't exactly sure where to put this. Sorry mods if I put this in the wrong area.

I have what I'd consider a decent PC that should be able to stream semi-decently.

I have an i5 4590 as my CPU, a GTX 1060, and 16gb RAM. I know 4 cores isn't a lot but I've been "fine" so far. I just can't really use H264 encoding. I've been using NVENC in OBS or just ShadowPlay. In the future I really want to upgrade to a Ryzen 5 2600 so I can use H264. It's just RAM prices that are putting me off from upgrading now. I know I'll need more than 8gb but maybe not quite 16gb.

Ideally I would use OBS all the time but something feels off in the stream. It seems grainy sometimes and choppy as well. I'm not sure if it's just the encoder or what.

My internet can definitely handle streaming at at least 720p60. I get around 200mbps down and 10 up. Seeing as how Twitch's max bitrate is something like 6mbps, I should be good. I also live fairly close to Chicago, which has a Twitch datacenter/server. 

Long story short, can someone help me iron out my streaming settings or will I have to wait until I eventually upgrade to Ryzen?

Games I would be streaming are some eSport titles like Rainbow 6 Siege, Rocket League, League of Legends, and maybe some more intensive ones like Doom 2016 or whatever

Why wouldn't a 6 core 12 thread CPU be enough?

The R7 1700 usually hovers around $200

I'm not sure if the problems I'm seeing are because of the encoder or not (at least for livestreaming) but when I do actual screen recordings I can definitely see a difference between H264 and NVENC. Usually H264 produces a smoother recording in general (less stuttering and artifacting) but I'm not sure if that's just a freak incident. Would changing to H264 even make a difference for streaming?
