Im made a bad choice and buying a prebuilt and i want to have better fps but i have no idea what i should buy to upgrade currently i have

Gtx 1050ti 4gb

Ryzen 3 1200 3.1 Ghz quad core

8GB DDR4 2400

1TB HDD

 A320M Motherboard

I am failry new to this stuff and wanting to get into more of it but still learning and asking for sometips i play rust at lowest settings at 70 fps I have around 300$ spending cap to upgrade and more money in comming weeks Bought this pc for 600$ if anyone could help thanks and my game sturrters alot just looking ro run the game and a med settings at a good 60-80 fps smooth

get a 1060 6gb/RX 580 and you should be fine.

Your game stutters because that processor and single channel ram, buy a 1600/2600 and 8 gb more of ram (ryzen benefits on dual channel a lot), and to test look when you stutter if cpu usage is 100% its cpu problem, if not probably its ram.
