If youre a heavy gpu user (Games, rendering etc) I'd just look at a new card. Shipping to rma it will cost like 1/5 of what you could spend on a new one

Anyhow, so long as the fans still spin it's mainly a noise issue.

Since you don't have money to upgrade then repair it yourself.

 

Remove the fan(s) and get yourself a 120mm fan and use tie raps to fix it to the card. 

Connect the fan to your PSU or mainboard, not the gpu card.  Depending on what fan you buy it'll  cost you like 5-30 bucks.
