it's totally normal for an air cooled 1070.

You've got plenty of breathing room. My 1080 sits around 73c at full load. You're not going to see any issues until about 100c so don't worry about it.

 

You'll know you're having a problem when the fans sound way louder than normal and your card is no longer at full load bc that means you're starting to throttle.
