the PSU will not draw all 1000W (or 83.3A) from the wall when your PC only eats (say) 420W (or 35A). when you reverse the numbers that's when your PSU stops itself to prevent itself from burning out

Don't think I get what you're asking...

 

The PSU can be plugged into a 120V AC or a 240V AC, doesn't matter.

If you didn't know that, are you sure you NEED a kilowatt power supply?  What are you powering with it in total?  If you're not going with a rig that would rival most crypto-mining GPU rigs, probably not.

What are you overclocking?  0.o

Unless it's Threadripper or dual 1080 Tis, not sure how you're going to get it to draw seriously high wattage.
