I think my ISP is throttling my PC, I pay for 200mag speed put I gel less than 1. It is also only happing on my network, I brought my PC to work and it was fine. I have gone through days of trouble shooting and have not been able to solve it. Also my  ports and cables are good they work on other devises. Looking to see if anyone can lend a hand. Thank You.

I used to have a cable connection, it has to do with how the network is set up. Cable connections are a shared connection, meaning that if the neighbors around your neighborhood are using a lot of bandwidth, your connection gets slowed down. your ISP could also be slowing you down to prevent you from ruining everyone else's connection. if you ever need to download something, do it mid day or at the middle of the night, as the network usage is typically low. since you said that it drops below one megabit, i suggest that you switch to an ADSL provider as although the speeds will be significantly slower, you don't have to deal with the neighbors using your bandwidth.

Is your computer connected via Network Cable or wirelessly to the modem?

Do you have a modem / router combo unit from your ISP, or is it just a modem with your own 3rd party router connected?

All providers are shared media. Even DSL, at some point in the line a whole lot of Customers data is mixed together. Also depending on where the OP lives, DSL could be a much worse solution. Much of the US's DSL providers are not maintaining the phone lines. People have issues and the phone company wont do anything. In some cases the phone company will force the user on to Fiber (I dont see any issues with this), and some of the users try to fight for their POTS lines (Because they a dumb asses). 

 

My guess, @Zarlos has some form of interference on the cable line. You can check for this by going to 192.168.1.100. Compare the signals page to here: https://www.dslreports.com/faq/16085. If your out of spec it will cause slow speeds and or disconnection. If you do have a signal issue, I would suggest checking to make sure all connections are good and tight. After that you will need to call the Cable Co to get someone out there.
