Taskbar blink/flicker when delete files! (Windows 10)

I didn't notice this before, does the taskbar always blinks or flickers when you deleting files? or there's something wrong with my computer? Is there a way to fix it? I've been looking for the solution for days now, i couldn't find it. Hopefully, someone can help.

What kind of machine is this? Thats usually either drive related issue or RAM/pagefile thing.
