Is This a good build for a streamer?

What resolution and refresh rate are you playing at?

Id rather go with intels 8th gen stuff. 8600k with 6 mores which would benifit streaming. Even go for ryzen 1600 or 2600

no thats not good for streaming, scrap one of the 1070´s and get a MUCH better CPU like a ryzen x2700

 

if you want to game and stream on the same PC Ryzen is the only option that makes sense, sure Intel will work as well but Ryzen is simply proven to work better for the job.
