I was looking for a b350 mobo and I couldn't find one which supported 3000mhz ram, only 2666mhz, 2933mhz and 3200mhz. The thing is, I want to use a 2x4gb 3000mhz CL15, because if I go for the 3200mhz I have to get CL16, and going with 2666mhz is too "slow" for  the Ryzen 5 2400g that I'm planning to use in my build. So my question is, can I slow down the RAM clock speed from 3000mhz to 2933mhz?

Yes you can underclock in the BIOS, you will not get 2933mhz exact. As it is step speed.
