Advice needed

Hello,

Not too sure if capture card is an peripheral. But please help me.

 

I want to connect ps4 with Pc (or how does it work with capture card) to stream ps4 gameplay on twitch via obs.

 

I got tons of suggestions to get elgato, but there is no elgato products selling in my country. I cant use amazon etc. only local shops.

I got one options to get: AverMedia Video Grabber Live Gamer Portable. Is it any good or do I get smth else ? 

Btw in my country mostly capture cards are only from Avermedia.

yeah thats why I think to get it, but I want to know if its really good choice and if it will do stable stream in 1080p 60 fps ? with ps4 and obs.
